How it works

Our research shows that a massive proportion of Penalty Charge Notices are issued illegally or unfairly. To appeal your PCN, on a no-win/no-fee basis, simply click "Appeal now" above to submit the details of your case using our online form and confirm that you would like IPCAS to act on your behalf.

A member of the IPCAS team will review your application as quickly as possible and decide if we can help. If we think that you have a case, we will get in touch to confirm our decision to represent you.

We will then write to the local authority who issued your Penalty Charge Notice, explaining the legal basis for challenging it and requesting its immediate cancellation. Don't worry if you've already paid; we can demand a full refund.

Local authorities tend to take their time when deciding appeals, often taking a number of weeks to reach a decision. Furthermore, they often wrongly decide appeals the first time round, dragging out the process even longer! That said, once the council has notice of your appeal, they are obligated to 'freeze' the amount; it won't increase regardless of how long they take to decide your case!
